Ward reservation in local bodies (Grama Panchayat, Block Panchayat, District Panchayat, Municipality, Corporation) is an important democratic principle guaranteed by the 73rd and 74th amendments to the Constitution of India.

The following are the important details about ward reservation in local bodies in Kerala:

1. Basic principles of reservation

Women Reservation: 50% (fifty percent) of the total wards in local bodies are reserved for women. This 50% reservation also includes reservation for women belonging to Scheduled Castes/Scheduled Tribes.

Scheduled Caste (SC) Reservation: Wards are reserved for them according to the proportion of Scheduled Caste population in each local body.

Scheduled Tribe (ST) Reservation: Wards are reserved for them according to the proportion of Scheduled Tribe population.

SC/ST Women Reservation: One-third (1/3) of the total seats reserved for Scheduled Castes/Scheduled Tribes will be re-reserved for women of that category.

2. Method of determining reserved wards

Reserved wards will change in every election (Rotation).

Delimitation of wards: Wards for reservation are selected through Draw of Lots before each election.

Non-continuity: It is generally followed that a ward should not be reserved for the same category (for example, women) in two consecutive elections.

Delimitation: The number of wards in local bodies is determined and their boundaries are re-delimited on the basis of census data conducted once in every 10 years. At present, the 2011 census data is used for this.

3. Reservation in Chairmanship

In addition to reservation in wards, reservation is also applicable to the chairmanship positions (President / Chairman / Mayor) of local bodies.

Women's Reservation: 50% of the total chairmanship positions are reserved for women.

SC/ST Reservation: Chairmanship positions are also reserved according to the proportion of the Scheduled Caste/Scheduled Tribe population, and a certain number of seats are set aside for women from these categories.

This reservation system helps local government bodies to ensure active participation of weaker sections and women in local governance.
